The percentage indicates the vacuum degree, which is generally only used in a coarse vacuum. Zero percent represents atmospheric pressure, and 100 percent represents zero absolute pressure (since zero absolute pressure is impossible to achieve, when someone says he wants to pump 100 percent vacuum, it usually means he wants to pump the pressure up to or below the detection limit of the instrument used).
